is reused unless overwrite is true.

Arguments
- config
A configuration path or normalized config object.
- shard_id
Positive shard number, commonly SLURM_ARRAY_TASK_ID.
- manifest_path
Optional manifest TSV path.
- overwrite
Refit and replace a valid existing artifact.
Value
The shard artifact path, invisibly.
